Fuzzy sentencing: can lay judges beat the computer?

This came out as a coda to a Yomiuri report on the first lay judge trial:

The Supreme Court has introduced a system for searching past sentences handed down for reference when determining appropriate punishments. The use of this system is the focus of considerable attention.

Terminals installed in district courts and their branches across the nation allow data to be retrieved on about 2,300 sentences handed down since April last year. The data are organized into 10 categories, such as whether the crime was premeditated and the types of weapons used. By entering information via a terminal, similar cases and a range of appropriate punishments are displayed in a bar-chart format. Prosecutors and lawyers also can access the system. […]

The Supreme Court’s position on the use of the search results is that they “do not act as a restraint on sentencing, but rather generate material for further discussion.”

Though the information may help lay judges hold active discussions about an appropriate punishment, it may also prevent sentences being handed down that differ widely from similar cases.

Two immediate thoughts:

  1. This highlights yet another distinction between American jurors and Japanese lay judges. In the US, jurors don’t get involved in sentencing at all; that’s left to the judge. In fact, jurors are usually not allowed to know what the punishment is, lest it interfere with their judgment of the facts.
  2. This is a hell of a way to impose sentencing guidelines–basically sentencing by bureaucratic inertia.

To be clear, I think that the opposite extreme can be ridiculous. By “the opposite extreme,” I mean the U.S. Federal Sentencing Guidelines. This is a point system which binds judges to a narrow range of possible sentences based on facts which have been proven in the case–the nature of the offense, the aggravating and mitigating factors present, and the criminal history of the defendant. It’s kind of like doing your taxes: you have income and deductions and a variety of funky calculations to complete. And like tax returns, there is software to do all the calculating, which is worth a try to get a feel for the system.

There are several motivations behind reducing the judge’s discretion. One is to minimize discrimination in sentencing (though if you play with the online calculator, you will find that crack dealers really do get much worse sentences than coke dealers; also note that this is a concept which would probably fall upon deaf ears in the Japanese Diet). Another is to keep convicts from appealing the propriety of their sentences, which is a major administrative burden on appellate courts even when relatively clear rules are in place. Yet another (which would probably get the highest popular approval rating) is to prevent judges from giving lenient sentences to egregious offenders out of emotional pity.

Still, there is something which seems inherently wrong about judging by computer: the person in the defendant’s seat is a human being, and if the system is supposed to somehow “correct” them, some more serious consideration of their personal state by human eyes is probably necessary. The Federal Guidelines are good at keeping people in jail but not particularly good at giving them a responsible future.

Is the new Japanese method better? Maybe. The problem I see is that it could perpetuate the common practice in Japan of looking to the status quo for guidance, even when it clearly isn’t binding.

The lay judges seem to have avoided that trap in their first deployment. In the first lay judge trial, which was decided this afternoon, the pro-am bench handed down a guilty verdict and a sentence of 15 years, slightly less than what the prosecutors wanted (16 years) and well outside the range of past sentences dug up by the defense lawyer (3 to 10 years). So there’s some evidence of critical thinking in this new system, although it’s hard to guess what might happen in future cases.

2. Mad Men is back for its third season starting August 16 and  I for one can’t wait. It’s turned into a total soap opera but I love it because in a lot of ways the office atmosphere is remarkably similar to the corporate culture at Japanese firms. iPhone その2 (and some ranting about eMobile)

Photo by Diego SepulvedaI am now the second MFT contributor to buy an iPhone. Roy took the plunge a few months ago.

I generally agree with all of Roy’s comments about the device itself. It has a few drawbacks, but it’s a great machine overall, and probably the best solution for someone who wants a multilingual smartphone that doesn’t suck.

There was one point which grated on me, though:

Softbank hates foreigners

If you read Debito’s blog, you already know this. Back in 2007, he reported that Softbank was requiring passports and gaijin cards from all foreigners entering new phone contracts or requesting special services, despite the fact that Japanese nationals could choose from several other forms of ID. Then, last year, he reported that foreigners with less than 16 months left on their entry permit could no longer pay on the installment plan.

I first tried ordering my phone directly from Softbank, in order to take advantage of a corporate discount which my employer has through its relationship with Softbank. The contact at Softbank corporate replied that he would send over the documents, with one caveat:

I apologize for asking, but do you have Japanese nationality and a Japanese [driver’s] license? If you have a nationality other than Japan, an alien registration card and passport (within its term of validity) are required. They must be within their term of validity and you must have a duration of residence of more than 27 months. There must be a photo, address, name and date of birth, and they must match the address, name and date of birth on your application. If your status of residence is “Temporary Visitor” or “No Status,” you cannot apply. You must also pay by credit card.

Those rules sounded silly to me, so I decided to look them up myself. Here’s what Softbank officially says:

If applying by using an alien registration card and passport as personal identification, please be aware of the following.
(1) If your duration of residence is less than 90 days, you cannot apply.
(2) If your duration of residence is 15 months or less from the date of your application, you may not enter a discounted purchase contract. (You may pay by lump sum at the store.)
(3) If your duration of residence is more than 15 months but 27 months or less from the date of your application, you may only enter a discounted purchase contract divided into twelve payments. (You may also pay by lump sum at the store.)
(4) If your duration of residence is more than 27 months from the date of your application, you may enter a discounted purchase contract.

Note that, by the language of those requirements, they only apply if you are using a gaijin card as ID. Softbank has not publicized any documents which say that a foreigner has to use their gaijin card, or that they have to pay with a credit card.

I would recommend a couple of strategic points for others who want an iPhone, don’t have enough time left on their permit and don’t want to lose a lot of money:

  1. Don’t go directly through Softbank or a Softbank store. Go through a third party, like an electronics store. They are less likely to care about Softbank rules and more likely to care about getting you out the door with a new phone.
  2. Don’t use a gaijin card as ID if you don’t have the necessary period of residence left. Use another form of ID, and be sure to point out that the 27-month rule only applies if you are using your gaijin card as ID.
  3. If you still can’t get the right deal, go to another store. If you ask to talk to a manager, they will probably waste your time calling Softbank corporate and getting a stone-wall answer.

The really odd thing about these requirement is that other acceptable forms of ID do not prove Japanese citizenship or lack thereof (e.g. health insurance card or chipped driver’s license), so if you say you are a citizen, Softbank really has no way to prove you wrong (unless they can bribe their way into government databases).

But that’s enough about Softbank. Let me complain a bit about eMobile before signing off.

Why I switched from eMobile

Readers may recall that I adopted an eMobile phone about a year ago, mainly because I was moving to a new apartment with no existing internet connection. I didn’t want to wait a month to wire the place for high-speed internet, so I decided to get an eMobile phone that would tether to my PC for free.

This turned out to be pretty good for most purposes–fast enough for web browsing and even for BitTorrent. The biggest drawback was ping time. Since the connection had to go through my phone, through the air and through a bunch of 3G routing equipment, it often had crappy latency, which made it hard to use Skype, online games and other connection-intensive software. Even YouTube gave me problems at times.

After a few months of that, I had optical fiber installed, and then the drawbacks of my eMobile phone became more and more apparent. The Windows Mobile OS was buggy and often locked up, requiring a restart in order to use the phone. Some third-party software kept activating my 3G connection even when I didn’t want it activated, which severely ran up my phone bill on a trip to Taiwan.

Then came the proverbial straw that broke the camel’s back. One night last week, my phone just stopped working. Internet use gave me a “modem connection error,” and calling out gave me a message saying my phone wasn’t activated.

I emailed customer service, and got a reply the next day which said that my phone had, indeed, been deactivated. This was because the contact phone number I gave at sign-up was no longer active. This, in turn, was because it was my old deactivated Docomo phone, which the eMobile store said I could use as my conact number.

Rather than help fix the problem, the online customer service agent told me I had to call eMobile. I called, got an annoying voice prompt, and eventually found my way to an agent, who took down all my personal information and then immediately told me I had to call someone else (at a local Tokyo number, no less). I called the new number, was placed on hold again, and got another agent, who told me that the one person who could help was assisting someone else and would call me back “in a few minutes.” A few hours passed without a call-back, and that was enough for me to put in my MNP application online. My new iPhone was up and running on the same number just a couple of hours later.

Nemutan’s revenge – some fact-checking and reaction to the NYT story on anime fetishists

The New York Times has an article in its Sunday magazine section by Tokyo Mango author Lisa Katayama about a “thriving subculture” of men who prefer “2D women” to real women, sometimes engaging in serious relationships with anime characters. On the website, the story is billed under the tagline “Phenomenon” which would give readers the impression that this sort of thing is common in Japan.

Seeing as it comes from America’s most prestigious and influential news outlet, the article has already been widely read (see here for a Japanese translation of a Korean-language summary), and reactions have ranged from uncritical acceptance of the reporting (wtf is wrong with Japan?!) to absolute incredulity (she just ripped off an Internet meme and borrowed from WaiWai so this “phenomenon” is completely overblown and is an example of the NYT exploiting Japan for cheap thrills).

Responding to the reaction, Katayama said on Twitter, “imho, responses to my 2D article reflect readers’ biases + issues more than the offbeat situation of story subjects.” So at the risk of revealing my biases plus issues, I am going to respond to this article.

But before I get to my overall thoughts, I want to point out what appear to be two small but important factual errors. While the article focuses on profiling individuals who are either examples of the “2D love” phenomenon or who promote the concept, at one point she cites some government statistics to bolster her claim that there is indeed a thriving subculture of men who literally think a pillow is their girlfriend:

According to many who study the phenomenon, the rise of 2-D love can be attributed in part to the difficulty many young Japanese have in navigating modern romantic life. According to a government survey, more than a quarter of men and women between the ages of 30 and 34 are virgins; 50 percent of men and women in Japan do not have friends of the opposite sex.

 After I asked the author via Twitter where she got the numbers, she helpfully directed readers to “the gov’t agency that monitors population and social security” which in proper noun terms means the National Institute of Population and Social Security Research.

So I looked around to find where she might have gotten the information. The results? I could find nothing to credibly back up either of those statements, but there are survey results that show similar but critically different results. Let’s take them one by one.

Friends of the opposite sex

First, the good news – there is rough statistical backing for the claim “50 percent of men and women in Japan do not have friends of the opposite sex.” A 2004 study “The Japanese Youth” conducted by the Cabinet Office shows that only 43.7% of Japanese youth aged 18-24 reported having friends of the opposite sex.

The only relevant figures from the population institute I could find were from its most recent survey from 2005, which state that around half of unmarried men and women are not currently dating anyone of the opposite sex as friends, as a serious boyfriend/girlfriend, or as a fiance.

Still, both figures are much different from saying that half of all Japanese people have no friends of the opposite sex. As kids grow up they are much more likely to have platonic friends, though it’s true that this is less common than in the US. But that in no way backs up the argument that men and women are isolated in Japan. And as for the stat on single people dating, it really is a coin flip whether a person surveyed will be dating someone or not at the time. And it’s completely irrelevant to the “2D Love” story.

Are a quarter of Japanese 30-34 year-olds virgins? No way.

Now let me repeat the other claim: “According to a government survey, more than a quarter of men and women between the ages of 30 and 34 are virgins.”

Think about those numbers for a minute – if true they would be staggering news and quite possibly a major cause of Japan’s demographic problem. Yet in all I have read about the topic this article marked the first time I have ever seen that claim made. (Mostly it’s attributed to long life expectancies and low birth rates caused by late marriage, quality of life factors, etc.). 

It turns out that the real statistic from population institute states that around 25% of unmarried 30-34 year olds are virgins. It doesn’t say anything about the population as a whole. Note that a separate survey finds that around two thirds of men and women have lost their virginity by the time they are in university, so I find it very hard to believe that another 15% or so won’t have met someone special in the intervening 10 years.

I’ll admit that I have not scoured the entire Internet, so there may be a survey that I just didn’t come across. So to give her the benefit of the doubt, let’s see if this claim is even close to realistic. According to the institute’s 2005 survey (PDF in English, page 15), single people with no kids aged 30-34 (defined as one-person private households) make up 34% of all households in the age group.  On the other end, 54% of private households whose head of household is in that age bracket are married. That means in order for more than one quarter of all Japanese adults aged 30-34 to be virgins, one of the following must be true:  either a) almost all unmarried people at that age are virgins (and we already know that’s wrong); or b) even a good portion of married people fail to consummate their marriages several years into their lives together. And that I am afraid is next to unfathomable.

The WaiWai Connection?

So what happened? Some have accused the author of using the notorious WaiWai as a source. WaiWai is a discontinued feature of Japanese national daily Mainichi Shimbun’s website that specialized in creative translations of Japanese tabloid articles. It was taken down in 2008 after angry Japanese internet users discovered it and found scores of misleading, exaggerated, and false stories depicting Japan as a perverted and even deranged society.  

Katayama has claimed that the government reports were her sources and specifically denied using WaiWai. But thanks to James at JapanProbe, I have found the following June 2007 article that contains a passage very similar to one claim made in the NYT story: 

 The Japan Cherry Boy Association is facing a crisis after the National Institute of Population and Social Security Research revealed that almost one in four Japanese men aged 30 to 34 remains a virgin, according to Weekly Playboy (7/2).

Obviously I wasn’t there when she wrote the story, so I can’t tell where that number came from. But it could easily have come from this source as it makes the same mistake of omitting the key fact that the survey in question only covered unmarried men and women.

Getting facts like this wrong can lead to some unfortunate consequences. Already, the Korean daily Joong Ang Ilbo has posted a summary translation of the article in Japanese (and presumably Korean), complete with a verbatim repetition of the claim “more than a quarter of men and women between the ages of 30 and 34 are virgins.” Without a correction, this idea is likely to spread and might end up becoming a commonly cited myth about Japan, much like the similarly unrealistic but widespread claim that over 90% of Japanese women in their 20s own a Louis Vuitton handbag.

Without these numbers, the background for this story becomes somewhat undermined. While the isolation between men and women in this country is commonly cited by both foreign and Japanese observers, this gap tends to be reflected in the different ways adult men and women spend their time, particularly married couples. Overall thoughts

Aside from the statistics issues, I think Katayama and NYT did readers a disservice by making Nisan the focus of the story, because that turns the real story on its head.

Yes, there is a subsection of otaku who are unapologetic about their dedication to anime porn and proudly wear their virginity on their sleeves. But it’s a stretch to characterize all moe anime fans as walking a blurred line between normalcy and 2-D Love, and it’s even more of a stretch to equate all 2-D Lovers with Nisan, who is clearly in a class by himself. It would have been much fairer to start with the Okayama character. He is a collector of body pillows but isn’t public about it, which is far closer to the typical consumption pattern for these products, though even he is on the extreme side. Most American men have seen porn, but you know you’ve lost your way if you buy one of those fake rubber vaginas. In Japan, most men are probably more like economic commentator Takuro Morinaga who grew up on a diet of anime and maybe even dabbled in some “2D Love” content but never made the plunge into Nisan territory (btw, Morinaga is not one of “Japan’s leading behavioral economists.” He teaches at Dokkyo University but only has his bachelor’s and is best known as a populist TV pundit who commonly makes no sense).

It’s also important to note that since at least Evangelion in the late 1990s there’s been an element of eroticism present in most popular animated series aimed at teenagers and adults, and in general sexual content in manga and anime is much more common and accepted in Japan than it would be in the US. So most otaku may in fact own things Americans might consider erotica such as sexually explicit manga or suggestive figurines (not exactly 2D), but that does not make them Nisan- or Okayama-style 2D Lovers nor even place them outside the mainstream. The US and Japan also have the first and second largest live-action pornography industries in the world, so I think that makes both populations rabid 2D Lovers in their own ways. The key difference is the preference in Japan for underage girls (both real-life and 2-D) as objects of desire, a topic that’s not discussed in the article but deserves its own investigation.

To the extent that 2D love is a real phenomenon, it is driven by pop culture and consumption preferences led by people like Toru Honda and Momo who have books and pillowcases to sell. The market for this stuff is a relatively small niche of the overall otaku market, and I don’t see much of a serious ethos that goes far beyond a kind of brand loyalty (but please by all means prove me wrong; you could say the same thing about NASCAR fans but no one doubts NASCAR’s importance and influence on the identity of certain subsections of the US). And yes, the erotic body pillows are a popular accessory among that demographic. But Nisan and the few people who have an abnormal attachment to their pillows are merely the extreme example of what is largely a story of private porn consumption. And while I have never met or spoken with Nisan, how much do you want to bet he carries his pillow around either as an elaborate joke or to prove his otaku street cred? The whole idea of a proud life-long virgin has the air of a joke about it, and you can read any 2-channel thread on the topic to get an idea of how common it is for people to riff on this meme.

I want to be clear that I am not necessarily against this type of reporting. Far from it, I would say that all weird stuff everywhere should be documented and presented to the world. It’s an amazing world out there with countless stories waiting to be told. Lisa Katayama wrote an interesting story in her field of specialty, so I don’t hold it against her for publishing this article or trying to entertain by finding interesting aspects of Japan to present to the world. And as someone who loves to dig through government reports, I hereby offer that the next time she wants to write a story she is more than welcome to enlist my help if she wants to know what government studies are actually saying about Japan. It’s just in this case she got a couple of facts wrong and mischaracterized what I see as the real situation.

To be honest, if I didn’t notice the potentially groundbreaking statistics, I don’t think I would have bothered to write about this story. The “weird Japan” theme in the English-language media is what it is – viewed from the outside a lot of what happens in Japan does seem odd. And the New York Times is in the business of presenting the world to Americans in an entertaining and digestible manner. Producing stories that cast Japan as a backward country that got modernization wrong lets the readers feel better about their own country and confirm the basic rightness of the American dedication to social progress. But Japan is interesting enough without having to resort to exaggeration.

LDP releases YouTube-only attack ad against DPJ

Leading up to Japan’s Lower House election on August 30, the ruling LDP has come out with an interesting animated attack ad against main rival DPJ:

The scene: a fancy restaurant overlooking the Diet building. A young Yukio Hatoyama lookalike is proposing to the girl of his dreams. He asks, “won’t you switch to me?” (僕に交代してみませんか?) and promises that if she chooses him, she can have everything she ever wanted – free childcare, free education, no more expressway tolls, the works.

Unimpressed, the woman asks, “Do you have the money for that?”

His reply: “I’ll consider the details once we’re married!”

The scene goes black, and we see the slogan:

“Can you entrust your life to confidence without any basis in reality?”
(根拠のない自信に人生を預けられますか?)
“The Liberal Democratic Party – We have a basis.”
(根拠がある。自民党)

Trust me, it sounds better in Japanese.

Frankly, this is a well-made and impressive ad, much like the American attack ads from the 2008 presidential elections. It casts the DPJ as irresponsible, frames the choice using a clear and apt analogy, and presents the LDP as the viable alternative.

I can easily see it becoming a viral hit as it’s already making the rounds of 2ch and at least one “alpha” blogger. As of this writing the video has merely 70,000 views, though that already makes it the most viewed LDP video ever in just three days since it was posted.

I am a little conflicted here – I want to say there’s not much potential for Youtube to be a decisive factor in the upcoming Lower House election given that the majority of the voters are elderly and thus not Youtube viewers. But these ads might not be so much about getting out the youth vote for the LDP as much as dampening any good feelings people might have about the DPJ. That way more of the youth vote might stay home, thus mitigating LDP losses.

The DPJ does not appear to have any similar attack ads. Their focus seems to be more on defining the DPJ as the party of responsibility that can solve Japan’s various problems.

Tokyo assembly election: Meet the candidates (Part 7 of 10) – Naoki Takashima (LDP)

In our next installment we turn our attention to the other LDP incumbent running for re-election, third-term assemblyman Naoki Takashima (59).

From Tokyo Prefectural Assembly Election

Takashima is your typical career politician, with one kick-ass difference – he is the president of his own anko (red bean paste) factory. Born and raised in Adachi-ku, after graduating from nearby Dokkyo University Takashima became a staffer for a prefectural assemblyperson. After that, he spent two years working at the bean paste factory before running and winning a seat at the Adachi-ku assembly in 1983, where he would stay until attempting to move to the next step in his career. He  lost his first attempt at the prefectural assembly in 1993 but won on his second try in 1997 and has been there ever since. Since August 2008 he has been the secretary general for the assembly’s LDP caucus.

Policy: As a loyal LDP man, Takashima supports all of Ishihara’s controversial policies, including the bailout of Shinginko Tokyo, moving Tsukiji Market to Toyosu, and bringing the Olympics to Tokyo in 2016. He also promotes a series of building plans and, of course, juicier welfare options for Adachi residents.

Chances of winning: Takashima’s position appears to be solid, barring a complete collapse in support for the LDP. Unlike fellow LDP incumbent Masatsugu Mihara, he’s never been voted out of office (though he lost his first attempt at the prefectural assembly) and thus is less likely to get drawn into the strategy of some of the minor candidates to split the conservative vote, which I’ll get to in a later installment.

Something interesting: Like a true playa, Takashima’s campaign office doubles as a bean paste factory. And since he is a powerful local politician, he’s been able to keep the decrepit building standing in the shadow of several enormous apartment complexes. He considers himself to be computer savvy, bragging in his profile that he communicates with prefectural bureaucrats via e-mail. But since he is used to the keyboards on older Japanese PCs – he mentions the If-800 model from Oki Electric – he claims to have trouble typing Japanese characters using romanized spelling. Older keyboards in Japan used a unique keyboard layout that assigned a key to each kana character (the relics of that system remain on the current keyboards).

David “Lizard People” Icke in Kitasenju

Now, don’t get me wrong – Takashima has nothing to do with infamous conspiracy theorist David Icke. But thanks to the magic of Google Maps, I now know that in 2008 Icke gave a talk just a few blocks from Takashima’s bean paste factory. Let’s watch:

Endorsement: TripIt for planning long-distance travel online

I am flying to the US next Friday for a two-week trip around the East Coast, stopping in New York, Philadelphia, Washington and Myrtle Beach. One of my biggest helpers in planning this trip has been a website called TripIt.

I generally use Google Calendar for planning my schedule, and as long as I stay in Japan, it works just fine. My Windows Mobile phone automatically syncs to Google and displays upcoming Google Calendar events on its Today screen. But there is a serious drawback to Google Calendar: its assumption that the user will always stay in the same time zone.

Let’s take my flight from Narita to JFK, ANA flight 10. It leaves Narita at 11:00 AM JST, and arrives at JFK at 10:45 AM EST on the same day (thanks to the International Date Line). If I stick to local time on my calendar, it’s impossible to input this flight unless I create two separate events for arrival and departure. Even if I do that, my calendar will still assume that I am on Japan time no matter where I go, so it will assume that I have already arrived even when I am hours away from arriving.

Enter TripIt. It was designed as a socially-networked travel tool; you put your upcoming trips online and it tells you who else will be in your destination with you. I find this particular function to be pretty worthless, but the real beauty of TripIt is in calendaring trips that go across multiple time zones. Here’s why:

  1. The TripIt web page always shows the itinerary in local time. You can specify departure and arrival time zones for each mode of transportation you take. This is perfect for planning each step of the itinerary.
  2. Each account has an iCal feed which you can use to automatically reflect your travel plans in Google Calendar, iCal or any other modern calendar app.
  3. The feed shows up in whichever time zone your calendar reader is set to. While I am planning my trip in Tokyo, all the times show up in Google Calendar in Tokyo time, which comes in handy for figuring out when to sleep so I can minimize jet lag. Once I am on the plane to the US, I can switch my phone to Eastern Time and all the events will convert to Eastern Time.
  4. Automated input keeps this from being a pain in the butt to set up. All you have to do is forward your airline, Amtrak and hotel confirmations to a special e-mail address, and TripIt parses your travel plans into your calendar automatically.

Japan’s newest SNS: keireki.jp

I recently joined keireki.jp, a Japanese social networking service (SNS) launched earlier this month. It’s a neat concept which may interest many in the English blogosphere.

(Disclosure: In a past life I helped the site’s coder-in-chief, Kristopher Tate, get set up in Japan, but I currently have no business relations with his company.)

Keireki is essentially a Japanese version of LinkedIn–a service aimed at professionals who want to expand their network. Unlike the big Japanese SNSs, GREE and Mixi, it is designed to be non-anonymous and (more or less) entirely public. Users are expected to use their real names and employers, although some choose to redact their employers’ names.

There are four components to a Keireki profile:

  1. Keireki (“work history”): Takes up the front page of each user’s profile and lists the user’s current and past jobs and schools in chronological order, just like a Japanese-style CV. Doesn’t have any space for qualifications, hobbies, etc., although those can be included in the “hitokoto” tab (below).
  2. Iitoko (“good points”): The most unique feature of the service. These are short tags added by other users to describe the person’s strong points: “good designer,” “bilingual,” “super hacker,” and the like. Each new iitoko has to be approved by the recipient, and if users agree with an iitoko they can click a link which says “Tashika ni!” (“Certainly!”) to signal their agreement. Clicking on an iitoko produces a list of all users nominated for that particular iitoko. The concept is generally somewhere between a LinkedIn recommendation and a Flickr tag.
  3. Kikkake (“opportunities”/”springboards”): A personal feed very similar to Facebook status updates. Each one-line post can be the basis of a comment thread below it. This appears as a separate tab on each user’s profile, while the main landing page for the site shows the collective kikkake of your connections (again, very similar to Facebook).
  4. Hitokoto (“a word”): The third tab on each profile is a free writing space which the user can fill as they prefer. It supports basic rich text formatting, hyperlinks and images, which puts it several steps ahead of even Facebook and LinkedIn. In practice, users seem to treat this like they treat their “personal introduction” space on Mixi: some write a sentence, while others fill the space with gobs and gobs of personal information, interests and links.

The site is still in alpha and has some minor annoyances: for instance, while it can handle foreign names (in katakana and romaji simultaneously), the order of foreign names often comes out differently in the input field and the final profile, which requires some fiddling. The sign-up process is also unnecessarily clunky and requires a Japanese mobile phone to complete (you have to send yourself an e-mail, then click on a link in your phone to get an access code). Some features are also conspicuously missing: there is no private user-to-user messaging, no RSS, no direct interface to other websites and fairly limited search functionality, but I expect that all of these features will be strengthened in future updates.

With some further development and good marketing, this could make SNS a useful business tool in Japan. I deleted my Mixi and GREE accounts a while ago because both sites seemed to be optimized for frivolity and little else. Keireki has the potential to be a serious platform for businesspeople and creative types to get together.

Keireki is currently invite-only, although several MFT bloggers and commenters have accounts already. It’s also only available in Japanese for the moment.

Which Japanese prefectures sell the most lottery tickets per person?

Ever wonder which parts of Japan gamble the most? No? Well, stick with me and you might learn something about which prefectures are most willing to line up and pay the poor tax.

Each year, Mizuho Bank (which has a special relationship with the lottery from its days as a government bank) tallies the total number of lottery (Takarakuji) tickets sold and divides that number into each prefecture’s population to obtain an average per capita spending total. According to their numbers for fiscal 2007 (as reported in the Nikkei), the top ticket buyers were Tokyo, Osaka, and Kochi prefecture in Shikoku. There was a huge gap between the top of the list (Tokyo’s 12,933 yen) versus the bottom (Yamagata’s 5,328 yen). The top prefectures tended be prefectures that house large cities, such as Aichi.

UPDATE: A typical lottery ticket in Japan costs around 300 yen, meaning that Tokyo residents buy around 43 tickets a year or just about one every week.

Prefectures with the lowest home ownership rates tended to buy more lottery tickets. Tokyo and Osaka, the first and second highest per-capita lottery players, also have the two lowest home ownership ratios, in the same order.  Okinawa has the third lowest, and its residents are Japan’s sixth biggest lottery gamblers. On the other hand, Aichi, another prefecture full of takarakuji hopefuls, had the seventh lowest home ownership ratio. (Bonus fact: Toyama prefecture had the highest home ownership rate in 2003 (around 80%). Toyama residents play it relatively safe with a middling per capita lottery spend of between 7,000-7,999 yen).

The outlier was Kochi prefecture, however, indicating that low home ownership, a signifier of relative poverty, does not make up the only factor explaining the results. An official from Kochi prefecture’s budget division speculated, “Perhaps the prefecture residents’ nature of determination and love of gambling had an impact.”

A brief overview of Japan’s lottery system

Though it only brings in about 1/20 the revenue of the almighty pachinko, Japan’s lottery, with its estimated 15,000 or so ticket booths outside train stations (more booths than pachinko parlors, one for every 8,600 people), has been a highly visible form of legal gambling in Japan throughout the postwar era, along with horse racing, yacht speedboat racing, bicycle racing, and mahjong.

According to Wiki Japan, lottery-style gambling in Japan got its start in the Edo period as Shinto shrines and Buddhist temples offered tomikuji (essentially the same as a lottery) in order to raise funds for repairs. Over the years, tomikuji faced various bans from the authorities, and private-sector lotteries remain criminalized to this day. In July 1945, a desperate wartime government instituted a lottery, but Japan surrendered and chaos reigned before a drawing could even be held. A national government-backed lottery was re-instituted during the US occupation in 1948, though it was abandoned in 1954, leaving only regional lotteries. Takarakuji took its current form in 1964 with the foundation of the Japan Lottery Association, a grouping of the regional lotteries.

According to association data, in fiscal 2007 (the period covered by the above survey) Japanese gamblers bought 1.0442 trillion yen in tickets, or about 8,200 yen per person. The US doesn’t have a national lottery per se, but the UK does – on average, UK residents spent 80 pounds (12,905 yen by the current exchange rate) per capita on national Lotto in 2008. The UK lottery’s press kit (PDF) claims that 70% of adults are regular players (but doesn’t cite a source), while a 2007 poll from Japan’s lottery association found that 55% of those polled had purchased at ticket at least once in the past year. The UK system, in which operations are contracted to a private company, appears to be more efficient than the one in Japan. According to the UK press kit, 10% of every pound spent on lottery tickets goes to operations and expenses (5% in dealer commission, 4.5% in operating costs, and 0.5% in shareholder dividends), versus 14.4% of each ticket in Japan (with 45.8% going to paying winners and 39.8% going into the general accounts of each prefecture and major cities).

The odds of winning a current popular Japanese game Loto 6 is 1 in 6 million, which is comparable to other lotteries I am familiar with in the US (and of course less likely than getting hit by lightning).
