HIV testing for visas

In a blog post earlier Andrew Sullivan wrote that:

the US is the only developed country – and one of only a handful of undeveloped countries – that still tells the world that people with HIV are dangerous pariahs, who need policing at borders and deporting if discovered.

When I went to study abroad in Taiwan 2005-2006 they actually did require an HIV test to get a visa, as did China, who abandoned the policy with much fanfare a year or two ago. However, I never saw an announcement that Taiwan did so, but I also could not find any mention of it in the current visa application procedures. Does anyone know if Taiwan has abandoned the HIV test policy, and if so, when? I suspect that they ditched the policy around the same time China did, but did so quietly to avoid drawing any attention to the fact that they continued a system criticized as backwards and uncivilized when the PRC was doing it.

History of Book-Off

I happened to run across this neat little history of the Japanese used bookstore chain Book-Off from a 2003 brand profile. Perhaps surprisingly to many readers, I was actually familiar with Book-Off long before I first came to Japan due to their Manhattan outlet at 41st Street, just east of the main NYC Library building and Bryant Park. I cannot actually recall if I had ever visited before I started taking Japanese classes in the summer of 2001, but once I started learning Japanese I started making occasional trips to the NYC Book-Off, located a very short distance from either the Port Authority or Penn Station, which were the terminals by which I would enter the city from either my home town of Montclair or my college town of New Brunswick, respectively, at which I would buy things like childrens books of folktales or very easy manga, with which to work on my reading. Mirroring the Japanese chain’s pricing, it was divided into sections of variable but far less than cover price, and $1 books. Naturally, I have been to plenty of Book-Off’s in Japan over the years. Book-Off in NYC looked even more attractive when compared with the Kinokuniya outlet, which sells imported Japanese books at a significant markup from cover price. Interestingly, the Book-Off manages to acquire their used books from the local Japanese population. For example, a Japanese girl I knew in NYC who devoured stacks of $1 novels, which she would then sell back to Book-Off for a nominal fee (I believe slightly higher in store credit).

Twelve years ago, Sakamoto was abandoning his career as a piano salesman for a new adventure in sales. His idea, as good ideas so often are, was simple: establish a clean, well-lit used bookstore staffed with friendly, well-trained employees and create a pricing system designed to yield a high margin of profit.

In the service-oriented society of today, setting up shop with these ground rules might seem like a given. But in the Japan of 1990, used bookstores were dark, cramped, dusty affairs. Furthermore, an elite group of publishers, wholesalers, and bookstores had for years been cooperating closely with one another to squeeze their competitors out of the business. One of their main assets was a stipulation of the ironically named Antimonopoly Law, which prohibits the sale of books at prices other than what the publisher has fixed. This provision effectively eliminated competition among wholesalers and bookstores and raised the publisher/wholesaler/bookstore relationship to a level of prime importance.

Fortunately for the entrepreneurial Sakamoto, the Antimonopoly Law has nothing to say about used books. In less prosperous times, he reasoned, people would be forced to change their reading habits. They would be less willing to pay the exorbitant cover prices demanded by the big-title publishers. He came up with a simple but ingenious pricing system whereby his shops purchase books at 10 percent of their original cover price. They are then retailed at half the cover price. If, after three months, the books have not sold, they are then discounted to ¥100 (US .85, € .75).

I had of course never been to Japan before the advent of Book-Off so I am not sure quite how exaggerated or accurate the portrayal of all pre-Book-Off used bookstores as “dark, cramped, dusty affairs”, but it is true that a clear majority of old bookstores do match that description, usually tended by one very old man or woman who barely notices the customers’ presence except at checkout time.

The most interesting thing to me about this profile was the tidbit that “Sakamoto’s used books are cleaned and sanded using special techniques that he developed to make them look near mint.”

Difficulties for rare names in China

Just two weeks ago I posted a link to an article about a Taiwanese “collector” of rare Chinese family names. While his activity may seem to be a mere eccentric hobby, documenting these names and their lineage does have important historical significance, as seen in recent moves by the Chinese government. According to a NYT article from April 20, China has been phasing in an electronic ID card system which does not support many of the exotic antique characters used in rare family names, and their solution has been to ask people affected to change their names.

One of the main examples given in the article is the character [ed: oops, actually the character they reference was too obscure for me to enter using either the Japanese or Chinese IME. I confused it with the still-rare but far more common “驫”. 驫 (骉 simplified, as it would be written in the PRC), pronounced “Cheng” according to the article, but “Biao” according to the dictionary. Apparently the software used for the Chinese ID system does not support this character, despite the fact that I had no problem drawing it on the IME pad in Windows Vista using my house, and it can even be found in the Japanese language Wiktionary.

(Before I go on, I want to note briefly that the word 漢字, meaning “Chinese character” is used in Chinese, Korean and Japanese, respectively pronounced hanzi, hanja, and kanji. When using one of these three words I am specifically referring to the use of Chinese characters in that country/language.)

According to the article, the computer system currently in use by the government supports 32,252 hanzi, out of well over 50,000 found in the most comprehensive classical dictionaries. The government is currently working on a restricted list of characters approves for use in modern Chinese writing, which they estimate will exceed 8000 characters-a significant drop from even the current de-facto list of 32,252.

While these sorts of legal restrictions on one’s very name name may sound stereotypically totalitarian for the communist People’s Republic, in fact both Japan and Korea have had similar restrictions for a long time. In Japan, the Law on Household Registration (Koseki-hou) governs the kanji which may be used in personal names. Under current regulations, kanji for personal names may only be chosen from either the Joyo Kanji (Kanji for Daily Use, the list that forms the basis of public school Japanese education, Japanese proficiency tests, etc.), consisting of 1945 characters, or the  983 character Jinmeiyou-kanji (Kanji for Use in Personal Names). Both of these lists have been revised, usually expanded but sometimes with deletions, over the years.

There was an amusing incident during the 2004 round of additions to the Jinmeiyou list. The committee proposed an initial list of 489 additions purely based on statistical analysis of the commonality of various characters in modern Japanese text, and then posted it online to seek comments. While many of the names were popular, 9 of them were the target of objections from the public, and were removed from the list. Those 9 kanji were: 糞(feces) 屍(corpse) 呪(curse, magic spell) 癌(cancer) 姦(rape) 淫(lewd obscene) 怨(hatred, grudge-as in the horror film) 痔(hemorrhoid) and 妾(concubine). (Bonus word trivia: two of these kanji combine to make the word for necrophilia.) As a foreigner who has only been studying Japanese for around 8 years, I recognized all of 9 of these on first glance and could read all but two(淫 and 妾), so I would assume that any adult native-reader of Japanese knows all of these moderately obscure characters and many hundreds more, despite their not being on the official government lists.

In South Korea there are 5151 characters allowed, even though most people normally write their name in the natively developed hangul alphabet, which has replaced hanja in everyday use. While traditional Korean family names are all hanja, personal names may also contain hangul. Interestingly, the Korean list of name characters is written using the same Chinese characters as the Japanese one-인명용 한자(人名用漢字), although like other shared Sinic words it is pronounced in the Korean fashion “inmyong yo hanja”.

North Korea legally eliminated hanja from their language some time ago, so even though most names can be traced etymologically to Chinese, all legal names today are written in hangul in all circumstances.

Vietnam was also historically a Chinese-character culture (known locally as chữ nôm), but they abandoned it early in the 20th century. While as much of their vocabulary is descended from Chinese words as in Japan or Korea, today they write purely in the Roman alphabet and the original Chinese characters for words or names are found only on old art or documents, or in dictionaries.

Taiwan, as befitting its role as the bastion of traditional Chinese writing, has no restrictions on hanzi name use. Hong Kong and Macao, which while part of the PRC also maintain traditional writing and also have a separate legal code from the PRC, presumably also have the same level of name freedom as Taiwan.

Now, what about immigrants? When I was first studying in Japan as an undergraduate, I know a girl whose name contained the hanja “妵” (pronounced “ju” in Korean), which is not just absent from the Japanese name-kanji list, but also not even found in standard Japanese fonts or dictionaries! On her Foreigner Registration Card, this character was pasted in using an obviously different font, as it couldn’t be typed normally. While I do not know the actual law, I assume that this is the traditional custom for dealing with domestically disallowed hanzi/hanja names in Japan, or domestically disallowed hanzi names in South Korea. (In South Korea today, Japanese names are usually rendered in hangul based on their pronunciation, and the actual kanji are ignored.) However, when a foreigner naturalizes in Japan their legal name must follow the local rules, which may force them to adopt a less exotic name. Of course, even should they be forced to change their name, nothing will keep them from using the original one in all circumstances except legal documentation.

To summarize, the freedom of choice for Chinese characters in names of the four countries which still use such names is as follows:

Taiwan* > China > South Korea > Japan

*Hong Kong and Macau may be at this level, confirmation needed

Although the NYT article implied that the imposition of restrictions on the hanzi in names is threateningly totalitarian, in fact Chinese citizens will still have FAR more options than Koreans or Japanese even if restricted to the 8000+ character list, and South Koreans today have nearly twice as many options as the Japanese do, despite that fact that most South Koreans can hardly read any but the most common of hanja. Of course, it is only in Japan where one has the option of choosing a reading for ones name that has no historical relationship whatsoever with the kanji themselves.

Irony of ironies

A brief update on women’s equality in the Japanese workplace. We have a friend whose wife worked in a woman’s center, providing support for people such as victims of domestic violence. She was fired for becoming pregnant.

I propose that she sue them, at which point they would of course be forced to volunteer to represent her as this is a women’s rights issue.

iPhone

I decided that if I got into the MA program and had a guaranteed two more years in Japan I would go out and get a nice new cell phone on a two year contract. I previously had a fairly mediocre (but very cheap) smart phone when I was living in the US the year before last in the form of the Samsung Blackjack, and although its functionality was very limited compared with these newer models, having the Internet in my pocket was an amazingly useful thing. Weighing my options between Windows Mobile phones (still a disappointing OS overall, despite some impressive hardware), Android (not in Japan yet), Palm Pre (not out yet anywhere) and the iPhone, I ended up going with the iPhone.

This is the first Apple product I’ve never actually bought, but looking at it objectively there was simply no better choice at this time. Although having a music/video player, web browser and phone all in one unit was attractive enough in and of itself (particularly since my 60GB Creative Zen Vision:M is on its last legs, with the case literally cracking apart) there was a single feature that absolutely sold me when I saw it: the ability to switch between input languages just as easily as you do on a PC. Perhaps Android or the most recent version of Windows Mobile also allows this, but I had never before seen a phone that would easily and without hacking allow the installation of more than just English + one other foreign language, but picking up a friend’s iPhone I was able to immediately add a Chinese IME, without having to install any extra software from, to look up a character.

Here are some of my impressions so far, in no particular order.

  • I can’t get over the multi-language features. Yesterday I switched to Korean just to let a Korean girl I know type her name in hangul into the address book.
  • Being able to download new podcasts over the air is amazing.
  • The touch interface is excellent for almost everything, but typing takes a LOT of getting used to, and can never be as good as a decent physical keyboard. This is particularly true for Japanese, which does not have the ability to compensate for your typing mistakes when using the full keypad in the same way the English IME does. While one can also use a telephone style numeric keypad for Japanese entry, without the tactile feedback of a traditional phone. Anyone who uses a mobile phone in Japan knows how easy it is to enter Japanese one-handed and without even looking at either the keys or screen much, and the iPhone really just isn’t as good at Japanese text entry.
  • They have added “emoji” as one of the three keyboards (IMEs) under the Japanese language section, but in fact someone in any other country could install JUST the emoji IME without the actual Japanese language. I think Apple should start encouraging that, perhaps even set it as a default, and get credit for introducing a new feature to the non-Japan market.
  • Battery life is really insufficient. I’m absolutely going to have to get a battery pack and spare wall outlet charging cable to carry around with me. When the same device is phone, web browser, music player, ebook reader, game player, etc. you can really suck through the battery FAST. I would be extremely happy with 50% or 100% more battery life in exchange for a couple more milimeters of thickness.
  • The included headphones are absolutely terrible, but I accidentally destroyed my good old Sony headphones so it looks like a trip to the electronics store soon.
  • I found a great free Chinese dictionary app called Qingwen, and a usable Japanese one called Kotoba! which uses the Jim Breen JDIC file (Qingwen uses a similar file, for Chinese.) There is also a $9 app for sale that uses the Eijiro (ALC.com) dictionary, and some commercial dictionaries, including  大辞林 and 漢字源, as well as Japanese to English ones.
  • The New York Times app isn’t bad. It downloads new articles in text format and allows you to browse them offline, resize the font, etc. The free Sankei app that lets you view the paper as it is in print is cool for like a minute, before you realize that having to slide around a phone screen over an image file of gigantic broadsheet newspaper is a totally retarded way to read it. Nice job making it free, now how about delivering in a usable format?
  • Although integrated email app works fine with gmail over IMAP, I wish it used gmail style threading and its other unique features. The Android mail app offers those native gmail features (since it was written by Google) and their iphone web page is excellent, but unfortunately there is no way to get that interface in a way tied to the new mail notification of the iPhone OS mail application. Hopefully Google will deliver a proper Gmail client once iPhone OS 3.0 arrives, with its notification API.
  • Seriously, still no copy/paste function? How was that not in 1.0? At least it’s coming this summer.
  • The lack of an infrared data port is seriously annoying. This is how EVERYONE exchanges contact information in Japan, and it’s way more convenient than any other method.
  • On a related note, the iPhone address book is fairly weak, offering an annoyingly small number of different data fields. This is in contrast to Japanese phones, which have an insane number of fields on the order of a Facebook profile, even including crap like zodiac signs or blood type. (This is an even bigger problem for gmail itself, which has a truly and surprisingly lousy address book.)

Rare family names

Neat article in The Taipei Times a couple of weeks ago about a man whose hobby is collecting documentary evidence of people with rare family names.

Some of the rare surnames Kuo has collected include Hu (虎, tiger), Yi (蟻, ant), Shui (水, water), Yun (雲, cloud), Suo (鎖, lock), Dan (但, but) and Mai (買, buy).

They also list Yao (要) Pang (逄) and Tse (策)as examples, although his total list consists of over 200. I don’t believe I have ever seen any of these used before, except for Yi (蟻, ant) although I can’t recall where that was.

Yesterday I met a Japanese girl with the family name of 鎹 (Kasugai), which is a kind of metal clamp or staple used for fastening two pieces of wood together in carpentry. Most of the Japanese people around had also never seen the name before, and many (in a group of grad students) couldn’t even read it, and the Chinese guy around also couldn’t.

Gay marriage now legal in Japan-to a foreigner, huh?

After a discussion a few weeks ago about the situation of gay politics and life in Japan and Taiwan, there seems to be a very significant update. The Japanese Ministry of Justice has apparently announced that gay marriages will now be recognized as legal in Japan, but only in the rare circumstance that a Japanese national has gotten married to a foreign national of a country which allows gay marriage so two men or women can get married and enjoy each other company and intimacy even using toys like the top rated anal vibrator for this. If such a couple gets married in a foreign jurisdiction which allows gay marriage, that marriage will also be recognized in Japan, but this is apparently NOT an option for a couple consisting of two Japanese nationals. I am slightly baffled at why they would want to go out of their way to create such a special case exemption, which is even more confusing than the rules for recognition of marriage between various US states.

The ministry has so far rejected the issuance of such certificates to Japanese citizens seeking to marry same-sex partners of foreign nationality as such marriages are not approved under domestic law.

For Japanese nationals, whether they are gay or not, to marry foreigners in foreign countries, they must obtain certificates from the ministry by submitting documents including their name, birth data, sex and nationality, and similar information about their marriage partner.

Under the latest decision, the ministry will issue a new type of certificate which will only clarify that the person has reached the legal age for marriage and that he or she is single.

“We were not able to get (the ministry) to forgo the clarification of sexuality. But I want to hail the Justice Ministry’s decision as a step forward (for gays),” said Taiga Ishikawa, who represents gay support group Peer Friends.

Ishikawa said that Japanese gays were not able to get married to a gay foreigner even if their marriage partner’s country approved of same- sex marriage, because the Justice Ministry would not issue the certificate.

“And without marriage they were unable to obtain visas for their partners to live together,” Ishikawa said.

Yes, I suppose it is a major milestone and perhaps a step towards greater legal equality in Japan for all homosexuals, but what really is the point of this new regulation as-is? Who thought it made any kind of logical sense to create a right only for a Japanese to marry a foreigner of the same sex, but not for two Japanese of the same sex to get married? Actually, the last line quoted above gives the answer: by allowing Japanese gays or lesbians to marry their partner, that partner will now qualify for a spouse visa-which in many cases is the difference between allowing a relationship to continue or not. This is of course not an issue for two gay Japanese, who while strangely will now actually have less legal rights and privileges as a couple than one consisted of one Japanese and one foreigner, but at least will not have to worry about being separated due to the vagaries of immigration law.

Language in The Philippines

Speech in Manila, the capitol, is a continuum from nearly pure Tagalog (if you count long established Spanish and English loan words as actually Tagalog words)  to pure English, with vast fuzzy region in the middle known as “Taglish.” No Filipinos actually speak pure English to communicate with each other, outside of certain government or academic settings, (English, along with Filipino-the official name of the national language which is more or less the same as Tagalog-are both official languages of the Republic of The Philippines) but basically all formal writing is in proper English. Newspapers and magazines  are also mostly in English, and virtually all books are. Lower class newspapers or magazines, such as celebrity tabloids, may be in Tagalog or other regional languages, and even entirely English language daily newspapers have the most peculiar practice of leaving direct quotes that were spoken in Tagalog in the original language, with no translation or explanation in English. This is because the audience, even for English language newspapers, is assumed to be entirely domestic and bilingual, unlike the English language newspapers in most countries, which are at least partly intended for a foreign or international audience.

The language continuum is strongly correlated with class and education, with better educated Manileños peppering their speech with more English words, phrases, and often, incongruously, entire clauses or sub-sentences of grammatically correct English embedded into the larger context of a Tagalog sentence. English words inserted into Tagalog speech are pronounced-and spelled, if written-as English words, and not adapted to the phonetic or phonological patterns of Tagalog, as actual loan words are in most cases. This is because English words are still considered English words, as opposed to words borrowed from English, and there is conscious code-switching occurring in such mixed speech, as opposed to a creolization of the  two languages. (I’m sure there may also be exceptional English words that have been Tagalog-ized as loan words, but this code-switching is more common.) There are also certain English phrases of Philippine origin, such as the famous “Comfort Room” or CR for restroom or lavatory, or “buy one take one” instead of the more common American English expression of “buy one, get one free.” Aside from exceptions which are purely local usage, Philippine English follows American English norms and rules, and never British.

Here is an illustrative example I overheard on the radio while getting a haircut last week. A DJ was interviewing a musician who was playing some live songs on the show. The musician said something in Tagalog ending with the phrase “diverse acoustic alternative rock.” The DJ responded by saying, in English, “Now how do you say that in Tagalog?” The musician was left nonplussed, pausing for a moment before they both burst into laughter.
