		<description>I think the problem is that the municipalities have incorrect addresses on file, either because the recipient moved and failed to update their juminhyo, miswrote their address at some point in the past, or were foreigners who left the municipality and didn&#039;t update their address -- so they didn&#039;t even receive the form to apply for the payment in the first place. This isn&#039;t so much the municipality&#039;s fault as it is the fault of the people who didn&#039;t inform their ward/city/town office of their correct address.</description>
